The problems that old policy of imported cars has caused

Within 2 years of implementation, the provisions regulated in Decree 116/2017 had been causing difficulties for businesses importing cars into Vietnam. In particular, it is difficult for businesses to provide VTA (Vehicle Type Approval) certificates and completely pass the inspection regulations in each car batch on time.

As a result, businesses’ and dealers’ planning on distributing imported cars is affected, leading to the fact that some car models are in shortage and price gouging.

Briefly about the new Vietnamese policy of imported cars in 2020

  1.  Regarding the quality control of unused cars imported into Vietnam, Decree 17/2020 states: “With cars manufactured from countries applying the certification method according to type, the quality management agency evaluates the vehicle type based on the results of sampling inspection of technical safety and environmental protection and the results of evaluating manufacturing base quality.”
  2. In terms of imported cars manufactured from foreign countries that apply the self-certification management method, the quality management agency evaluates the vehicle type based on the results of sampling inspection of technical safety and environmental protection and testing samples taken from the market.

Good news for Vietnam Automotive Industry?

Therefore, unused cars will be imported without VTA as before and be assessed as type right in Vietnam. It is based on sampling inspection and evaluating manufacturing base quality (if the country does not self-certify). The frequency of type evaluation is no more than 36 months/time.

Meanwhile, the car models that already have VTA do not need testing and re-evaluating. The VTA provided will be valid for 36 months. After this period, new cars of the same type imported must be re-evaluated.
